Terje sounds nice to me (even though the world outside Estonia might consider it a male name).

Norwegian name. Flatter form of Torgeir, a two-stemmed name from the gods name Thor and -geir, -ger 'spear' (see -ger-). It was mainly used as a first name under the influence of Ibsen's narrative poem 'Terje Vigen' (1860).

we want to give estonian names. the question, whether is Terje female /male, wouldn't have been raised in a purely estonian forum.
let' s trust an estonian member who made this suggestion.
besides, first names with ambiguous gender are usual all over the world.
is it an option to ask exceptionally Urmas to give a name to Tõnn's wife? (because of his special connection).

Names for unmarked birds can only be for forum use. In this case only in combination with marked male Tõnn we can tell this is a female. Outside this forum a name for this female will never be used again. Outside a nest nobody will regognise her, not even as female.
Since this is an international (English language) forum it is important that you choose a name that can be perceived as female internationally. Otherwise readers have to translate a name every time back to a gender to understand who posters are talking about.
I can't imaging any interest by Urmas to name an unmarked bird.
And Urmas wrote about naming a marked bird: "The eaglet was named Tõnn. If we had known how troublesome the name was to use for non-Estonians we would evidently have chosen another name. But when he had got this name we must live with it". http://www.looduskalender.ee/n/en/node/2350

All this is known to me.
My thought was: by way of exception.
Urmas is a member of this forum and could have interest to use a name here for unmarked birds.
I also use the names only here and nevertheless i take part in the election.
